I have recently had under consideration the proposal that a Hongkong Division of the Royal Naval Volunteer deserve anould be formed in this Colony and I have discussed this project on several

who occasions with Commodore A.J.B.Stirling, C.B.,

is in charge of Naval establishments in Hongkong, as well as with Commander G.B.Hartford, R.N.(retired), who has very patriotically offered to organize and take command of such a Division in dongkong without remuneration, and in whose ability to undertake such a task I have every confidence.

I now enclose copy of a memorandum, dated the 6th March, furnished to me by Commodore Stirling, and of a letter dated 7th maron addressed to me by Commander nartforů.

As regards the class of vessel moat suitable, I may say that the value of large gunboats has been frequently referred to at meetings of the nongkong weneral Defence committee and Commodore Stirling has written to me as follows:- "The present mine-eeping sloop is unsuitable for service in local waters due to the small rise and fall in tide:
